High-tech manufacturing?

Can we still classify an entire industry as technology intensive? At a workshop of the US National Science Foundation, Bart Los argued that this is an outdated perspective in a time when electronics manufacturing in one country may involve the development and design of new electronic tools while that same industry in another country may be mostly engaged in the assembly of those tools. Among the other participants in this workshop were Bronwyn Hall (Berkeley), Timothy Sturgeon (MIT) and Mercedes Delgado (MIT Sloan).
