Summary Economic Agenda of Nij Begun

The Economic Agenda stems from the cabinet response 'Nij Begun' (New Beginning’), which followed the parliamentary inquiry into the gas extraction in Groningen. In February 2023, the committee of inquiry presented the report 'Groningers above gas' ('Groningers over gas'). It stated that the Netherlands has a debt of honour towards inhabitants of Groningen: 60 years of gas extraction in Groningen may have brought prosperity to the Netherlands, yet the people in the gas extraction area have suffered disproportionately from this, due to the earthquakes caused by gas extraction. In the report, the committee of inquiry makes recommendations on how the government can redeem this 'debt of honour'. In April 2023, under the banner 'Nij begun', the cabinet came up with 50 concrete measures to improve the situation in Groningen.

The Economic Agenda is a key pillar of these 50 measures. The other three pillars are sustainability, a Social Agenda and the Agenda 'damage repair and reinforcement' (Herstel Groningen'). With the Economic Agenda, Groningen and North Drenthe will remain attractive regions for working, learning, studying and investing. A generation-long effort will be made on three major transitions: sustainable energy, health and the changing economy in the rural area (agriculture). A 'kwartiermaker' is set to develop the agenda in 2024, in coordination with all stakeholders. The Economic Agenda will be prepared in consultation with the region, linking up with existing projects and ambitions, which have emerged from the Nationaal Programma Groningen (National Programme Groningen, NPG), and the 'masterplannen' from the Toekomstagenda Groningen. For the plans from the Nij Begun Economic Agenda, 100 million euros per year is available for 30 years, and a one-off amount of 250 million for the years 2024 and 2025. The agenda is expected to be completed around 1 January 2025.
