Prof. Brigit Toebes and Dominique Mollet (LL.M.) have collabarated on a law review of the WMO (Medical Research Involving Human Subjects Act) and the CCMO (Central Committee on Human Subjects Research). Based on the research conducted, recommendations were made on the functioning of the WMO and CCMO and the future-proofing of the review system.

WMO and CCMO

The WMO aims to protect test subjects without unnecessarily impeding the progress of medical scientific research. The CCMO implements the WMO. The report to which Toebes and Mollet contributed looks at both aspects. It examined how the WMO functions and whether the CCMO carried out its duties effectively and efficiently from 2017 to 2022.

The study was funded by ZonMw and is a collaboration between researchers at Erasmus University, research firm Pro Facto, LUMC, Leiden University and the University of Groningen.

Conclusion and recommendations

The conclusion from the report is that the current review system functions properly, but that improvements are needed in a number of areas. Based on the research, 21 recommendations have been made about the functioning of the WMO, the CCMO and the future-proofing of the review system. Outgoing Minister Kuipers (Public Health, Welfare and Sport) has since shared the research results with the Senate and House of Representatives.
