Op dringend verzoek van de Personeelsfractie en Lijst Calimero heeft het College van Bestuur op 16 februari 2017 toegezegd de Universiteitsraad en de Faculteitsraden van de Rijksuniversiteit Groningen (RUG) instemmingsrecht te verlenen inzake de aanvraag voor de branchcampus in Yantai (China).

Sinds twee jaar werkt de RUG aan het opzetten van een branchcampus in Yantai. De Personeelsfractie en Lijst Calimero hebben het proces op de voet gevolgd en veelvuldig gesproken met College van Bestuur, Faculteitsraden, Raad van Toezicht en andere betrokken partijen. Beide fracties hebben hun zorgen geuit tegenover het College van Bestuur. Naar onze mening ontbreekt het aan voldoende draagvlak binnen de universitaire gemeenschap voor de plannen zoals verwoord in de huidige Yantai business case.

Na overleg tussen de Personeelsfractie, Lijst Calimero en het College van Bestuur is besloten de Universiteitsraad instemmingsrecht te geven inzake de definitieve aanvraag van de RUG betreffende het Plan-Yantai bij het Ministerie van OCW. Daarnaast krijgen de Faculteitsraden instemmingsrecht op de facultaire plannen. De nieuw verkregen rechten voor de medezeggenschapsorganen zijn in een gezamenlijke brief van het College van Bestuur en de Universiteitsraad aan Minister Jet Bussemaker kenbaar gemaakt. Met dit dubbele instemmingsrecht is het belang van draagvlak versterkt.

On 16 February 2017, at the urgent request of the Personnel Faction and Lijst Calimero, the Executive Board of the University agreed that the University Council and the Faculty Councils will hold the right to consent on the application of the branch campus in Yantai, People's Republic of China.

For two years, University of Groningen has been working to set up University of Groningen-Yantai (UGY). The Personnel Faction and Lijst Calimero have followed the process closely and have frequently discussed with numerous stakeholders: the Board, the Faculty Councils and the Supervisory Board, among others. Both factions have expressed their concerns to the Executive Board on the lack of sufficient support within the university for the UGY plan as stated in the current business case.

After consultation between the Personnel Faction, Lijst Calimero and the Executive Board, the University Council will hold the right to consent to the final UGY application at the Dutch Ministry of Education. In addition to that, the Faculty Councils will hold the right to consent on UGY plans at the faculty-level. In order to formalize the newly-acquired rights to consent, the Board and the Council have notified the Minister of Education, Jet Bussemaker through a joint letter. The Personnel Faction believes that the importance of wide-spread support to UGY plan is reinforced through the dual rights to consent.
