Gerhard Hoogers was born in 1970 in Purmerend, near the capital city of Amsterdam. He studied law at the Catholic University of Nijmegen and graduated in 1994, specializing in constitutional law and the philosophy of law. Since 1994, he works at the University of Groningen Law Faculty: first as Ph.D. student at the department of Constitutional and International Law. In 1997 he was appointed as a Lecturer at law at the same department. In  september 2006 he became senior lecturer in constitutional law. He received his Ph.D. in 1999 with honours on a thesis dealing with the theoretical foundations of political representation. His dissertation was awarded with a study prize from the Praemium Erasmianum-foundation in 2000. His publications are in the field of (comparative) Dutch constitutional law; the constitutional systems of the greater Kingdom and its Caribbean countries and territories; and the theoretical foundations of constitutions and constitutional law.
Governments on both sides of the Atlantic Ocean often ask his expertise on complex matters of constitutional Kingdom law. He has been supervising a number of Ph-D. theses at the University of Groningen. In the spring of 2012 he was appointed Professor in comparative constitutional law (hon.) at the Carl von Ossietzky-University in Oldenburg, Germany.
