Expertise

• Ph.D. candidate at the University of Groningen (RUG) and University of São Paulo (USP).
• Master of Laws (2020) and Bachelor in Law (2016) at the University of São Paulo.

Ph.D. research (2021-ongoing):
Unstable connection, precarious citizenship: vulnerable citizens' challenges in accessing public services in digital governments.

Digital technologies and the internet have transformed the way governments interact with their citizens. My research focuses on the accessibility and inclusiveness of digital services in the Netherlands and Brazil. Several factors contribute to disparities in access to these digital services, including socio-economic status, geographic location, migration status, age, and level of digital literacy. This is particularly concerning since digital services often target vulnerable groups, such as those relying on welfare systems and pensions.  The central question of my research is: How do governments' digital transformation strategies create, reproduce, or eliminate barriers for vulnerable groups trying to access public services? I will adopt a multiple case study approach and utilize various data generation techniques, including semi-structured interviews and documentary analysis. My goal is to develop a comprehensive understanding of the necessary safeguarding mechanisms to ensure equal access to digital public services.

Master research (2017-2020): TRANSCITIZENSHIP: Trans-forming the system? The perception of citizenship of trans people benefited from a public policy in São Paulo;

In my Master’s dissertation, I analyzed how public servants involved in the "Transcitizenship" Program define citizenship and whether these definitions take into account the experiences of the transgender population. I also examined how these definitions were integrated into the Program and assessed the role of this public policy in shaping the beneficiaries' perceptions of citizenship and their sense of being citizens. The research employed a multi-method approach, which included document analysisparticipant observationsemi-structured interviews, and life history interviews.
