Description of the research
The comprehensive project assessed Monitoring & Evaluation (M&E) systems and mechanisms of 40 projects that were implemented by 60 NGOs in 7 Asian Countries (Pakistan, Bangladesh, Sri Lanka, Vietnam, Laos, Cambodia and Nepal). The NGO’s were backstopped by 20 International NGO’s including IPPF, MSI and KIT. The M&E project was furthermore responsible for general monitoring and evaluation principles and guidelines, for technical assistance in the implementation at project level, and for the overall programme monitoring and evaluation. The added value of the endeavour included the development of monitoring and evaluation indicators, the use the logical framework approach and the specific attention in the preparation for the 2nd phase for result-based evaluation, which focuses on output, outcomes and impact, rather than on inputs and processes. The principles and recommendations that were based on this project are widely recognised and appreciated.
