With the coalition agreement of the Cabinet Rutte II, the new Government wants to achieve a large number of (social) goals through the application of ICT. Eg. the criminal chain should become more effective and efficient, partly because ICT systems will become more interoperabel. In addition, business data within the Government are going to be interchangeable so that not every entrepreneur has to give his data repeatedly. In addition, the citizens should be able to do all business with the Government digitally in 2017, and can litigate in the courts digitally. To achieve these goals a better interoperability of software and better guarantees for vendor independence, are two important conditions. For more than ten years, the Government has therefore promoted these goals by means of a policy. They do that, among other things, by promoting the application of open source software and open standards. In Mathieu Paapst’s research it is examined to what extent this “Netherlands Open in Connection” policy affects the Dutch procurement practice. It has looked at the legal binding, the conformity in practice, and it looked at the actual impact of legislation and policy. The research shows that the laws and policies only have a limited influence, and that capturing a policy in legislation is not sufficient to enforce compliance.
