Plan S coming into effect as of 1 January 2021

Plan S is an initiative for open access publishing supported by cOAlition S, an international consortium of research funders.

With effect from 2021, all scholarly publications resulting from research funded by participating funding bodies, must be published in open access journals, on open access platforms, or made immediately available through open access repositories without embargo.

In the Netherlands, Plan S concerns publications funded by NWO and ZonMw grants under calls published as of 1 January 2021.

What does Plan S mean for researchers?

Plan S affects peer-reviewed academic articles. In the Netherlands it applies also to monographs and book chapters.

To comply with Plan S, publications must meet the following key requirements:

  • Immediate open access (no embargoes);
  • All publications are published under an open license, preferably the Creative Commons Attribution license (CC BY);
  • The author or the author’s institution shall retain their copyright. Publishing licenses must allow the author/institution to make either the Version of Record (Publisher’s version) or the Author’s Accepted Manuscript available under an open license via an open access repository, immediately upon publication.
