Winter, Prof. Heinrich
Heinrich Winter (1962) is Professor of Public Administration. Winter studied Public Administration & Public Law and Sociology in Groningen and gained his PhD in 1996. His research concentrates on how legislation functions and on supervision and enforcement. Winter has published frequently on Dutch immigration law and administrative procedure law. He was a member of the Aliens Act 2000 evaluation committee and involved in the evaluation of the Personal Data Protection Act, in the evaluation of title 9.1 of the General Administrative Law Act (internal right of complaint) and in a comparison of the effectiveness of criminal and administrative enforcement in relation to environmental offences. In 2010, together with Prof. J. de Ridder, he completed a research project commissioned by the Inspection Council on the effects of supervision.
